Uttarakhand information technology body – Information Technology Development Agency (ITDA) — was purportedly forced to shut down its data-centre hosting around 186 apps of different state departments for nearly 36 hours following the detection of a virus in one of the apps on Wednesday evening.

Till the filing of this report, major govt websites including that of Uttarakhand CM helpline, Uttarakhand police, RTO, revenue department and state GST were “still not accessible”. It caused a significant inconvenience to the general public as well as the state officials as it affected their work related to the respective govt websites and apps.

Speaking on the matter, ITDA director, Nitika Khandelwal, on Friday, said that the body had shut down the data-centre to ensure that the virus which was detected in a few govt apps while carrying out their routine scanning do not spread to other apps on the integrated system.

“Following the detection, we decided to shut down data-centre on Wednesday evening to prevent the virus from infecting other apps. Our experts then started deep scanning all the 186 govt apps hosted by it and took necessary steps on detecting any infection in them. On Thursday, the ITDA was able to float Uttarakhand State Wide Area Network again in operations. Other apps would soon be restored. There has been no data loss,” said Khandelwal.

Meanwhile, SSP of state cyber police, Navneet Singh, said that a cyber probe is also on to check if it was any kind of cyber attack. “As of now, we can’t confirm whether it was a cyber attack or a technical glitch. We would be in a position to ascertain the exact cause behind the virus infection in a few days,” said Singh.

Cyber security expert Hemraj Singh Chauhan termed the incident as an “alarm” for the govt to be more cautious about cyber security. “It was fortunate that there was no loss of data as claimed by the authorities. However, to prevent such an episode in future, more deep scanning needs to be done at regular intervals to detect any virus or malware attack,” said Chauhan.
